From August 1, lithium-ion batteries, lithium-ion batteries, battery manufacturing machine mobile power supplies and portable energy storage power supplies will enter the CCC certification group in 2023, with a transition period of one year, from 2024 to August 1
During the transition period, li ion battery construction the above products will not be eligible for CCC certification. However, it is suggested that relevant enterprises can apply for certification in advance from August 1, 2011, or companies using 2023 lithium-ion batteries can require battery companies to provide CCC certification to avoid the transition period, cycle instability, delay the whole machine listing and shipment time.

In accordance with the relevant technical requirements of the "Opinions of The General Office of the State Council on Comprehensively Deepening the Reform of the Enterprise Management Accounting System of the Electronic and Electrical Company Industry" (Guo Changfa (2022) No. 31), The General Administration of Market Environment Supervision decided to implement mandatory product quality certification (CCC certification) management for lithium-ion batteries and battery packs used in the design and use of electronic and electrical products, mobile power systems, and power adapters/chargers related to China Telecom terminal products (hereinafter referred to as the newly included products). The relevant work requirements are now announced as follows:
1. from August 1, 2023, the designated certification management agency development began to accept the newly included enterprise products CCC certification commission, in accordance with the "Mandatory product quality certification system implementation of social rules information network technology teaching equipment" and the applicable legal standards listed in the annex can carry out safety certification system work; Since August 1, 2024, without the CCC certification and marked certification mark, shall not be factory, sale, import or use in other company business practices. The list of newly included designated certification service institutions and laboratories for Chinese products will be announced separately.
2. Please refer to the attachment for the definition of CCC certification scope of newly registered products. For lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification is currently being carried out for lithium-ion batteries and battery packs used in portable electronic products; For lithium-ion batteries and battery packs used in other electronic and electrical products, CCC certification should be carried out when conditions are mature.
3.In view of the GB31241-2022 "Portable electronic information products for lithium-ion batteries and battery pack safety management technology specifications" will be mandatory on January 1, 2024, in order to reduce the cost of certification of production enterprises, designated certification services can be in accordance with the standard requirements to carry out some related research products CCC certification system work.
4. Under the premise of controlling the certification risk and ensuring the quality of certification, the designated certification bodies and laboratories should actively adopt the results of the certification conformity assessment, reduce the burden on enterprises, and facilitate enterprises to obtain certification.
